Actually if you compare the maps. One the first one (ie Chatuchak) is white. While on the live one, it is red (the crisis area).
Perhaps the two maps are from a different time. I would say the first map with the white is incorrect.

FLOODS REACH BANGKOK AIRPORT, FORCE EVACUATIONS
October 24th, 2011, 02:21 AM ET
Floodwaters in Bangkok have reached Don Muang Airport, one of the Thai capital's two main airports and home to the flood relief operation command, which may have to move to another location, according to the governor.
In addition to Don Muang, residents in five other areas should prepare for floods, move their belongings to upper floors and take shelter at evacuation centers, Governor Sukhumbhand Paribatra said in a news conference on Monday.
Thammasat University's gymnasium, which has been used as an evacuation center, is also flooded and without electricity and is itself being evacuated, the governor added.
As a remedy, about 4,000 people will be bused to Rajamangala Stadium in central Bangkok with the help of 300-400 volunteers, according to the governor.

Thai Floods Spill Into Northern Bangkok After Levee Violence
October 24, 2011, 3:45 AM ED (Bloomberg) --
Thai floodwaters spilled into northern Bangkok today after armed men stopped workers from building a sandbag levee and a water gate broke, elevating concerns the deluge will spread to inner parts of the capital.
Water surged onto a major street near Bangkok’s northern border, inundating passenger cars and a hospital, according to images broadcast on military-owned Channel 5 television station. Bangkok Governor Sukhumbhand Paribatra last night warned residents of six northern districts to move belongings to higher ground as the water approached.
