Actually a bad enough line will result in the modems (yours and the one at the other end) negotiating a slower connection speed, one that necessitates fewer resends. They're supposed to re-negotiate upwards if the line condition improves, but many modems don't do this. Another thing to look out for (especially in Thailand) is adapters -- the kind of things that allow you to plug your modem and your phone into the same socket. Many are of very poor quality and will result in a slower connection speed.
