I have had IPstar for about a year now and yes it does fade out with heavy rain, but only for a few minutes, it has been reasonably consistant.
There are no available phone lines in my area for ADSL, I am on the list for it with TOT but so far nada.
Anyway I get 30kbps on downloads most of the time, though I have noticed it slows at lunchtime and 5-6pm.
I paid about 18k for the system and installation and pay 3200 per month for 750Mb of download.

I am not quite sure what your babbling about, but for me another reason to believe you should keep your trap shut about things you have no knowledge of.
A Pocket PC is a sortlike PDA with enhanced functions and should be able to run all Windows programs including messengers.

I make a fairly good living working with computer systems and networks in W. Africa so wind your neck in ballbag.

30 'Kilo bytes per second' is the download rate. ie I download files at this speed.
256kbps is the connection speed.

Fact is, you wrote 30kbps without any capitals at all, so meaning 30 kilobits.
