It means they have 2 fax lines, and confused about english usage to describe it properly 
(66) 2 - 6776246
(66) 2 - 6776247
as well as that other number.
The format you use would be correct.

I'm having difficulty making a call to Thailand... this is the number I was given:
089-8924XXX
Here are the ways I've tried dialing it:
011-66-089-8924XXX
011-66-89-8924XXX
011-66-8924XXX
011-662-89-8924XXX
011-662-089-8924XXX
None work... WTF? What am I doing wrong, or is this just a wrong number? Anyone local willing to give it a try, PM me for missing digits...

or you can (its a bit more expensive) call the international operator '001'

nyc boy is correct, just drop the first 0 from all full Thailand phone numbers and replace that 0 with 011-66 when dialing from 99% of USA phones. Rates vary widely by carrier (you can pay $1.00 per minute or 1 cent per minute depending on your long distance company).

take a close look at your mobile keys.
depending on the brand.
either the '*' or '0' or '#' key will have at little '+' sign on it as well.
Press and Hold the key that has the '+' sign as well.
it should just pop onto the screen. then call the number as mentioned above.
my nokia has the '+' on the '*' key
my sony ericsson has it on the '0' key

I made a call to BKK from my mobile last month. T-Mobile. There was no need to prefix the number with a plus sign.
011 66 89 892 4XXX should be correct.
(It was only after the call went through that the problems began... my inability to speak Thai and her lack of English skills.)
