Yes, they come out with a new model every March/April. The new iPad is very nice, and if you enjoy the one you have, upgrading is worth it just for the display and twice the speed alone.

I get that all the time as well, people asking me what I think of it, or asking me if it can do this or that.
I usually just hand it over to them, and let them use it for 10 minutes or so - that's all it takes.
It does place the dumb spoutings of the usual iHaters on this forum in fun perspective, arguing over how shitty the iDevices are, and how much better their Android tablets are.
Meanwhile, every generation of Android tablet sits abandoned on shelves, and iPads are flying off the shelves, selling as fast as they ship. Consumers know what they like, and they like what works, especially what works well.
I've always said, and I maintain, that the only market for Android devices are the ever shrinking demographic of iHaters - the few self-described pretend techy folks who just hate all things Apple. (there is a very small number of technical guys who prefer certain features of Android devices, as well, but they don't fall under the iHater category)
Meanwhile, the rest of us enjoy just getting things done, creating things, and having fun.

Try to get a Wifi package of one of the major providers (True, DTAC. AIS). See how many access points they have in the area.
As it's only Wifi, my guess is that she won't be even to use her Ipad with a GPRS card. I think you need to have a EDGE/3G version of the Ipad.
Of course she can use a GPRS enabled phone but don't expect stellar speeds,

If her phone supports a hotspot feature, like the iPhone, she can share out her internet access via WiFi, and then access it via the iPad.
The iPhone really provides the easiest way to achieve that, but you can do it with Android phones, or even some plain Nokias as well.
As DrLove said - don't expect stellar speeds when on EDGE or GPRS.
