Actually, it's a little trick that works only with DTAC. I give my number to girls all the time, and they keep on telling me that they can't call me, but can only SMS me. That's how I like it.

Set the call forwarding ON, and use 181. It's supposed to be the time service, but when someone tries calling you, he/she will get a message saying, "Sorry, the number you have dialed does not exist".

There is a similar trick on an AIS phone, but not identical results. If you want callers to get a "number not available" message in Thai language, you can set calls to forward to +668190099. This will work only if you have no voicemail set up on the account.
The reason it works is that +668190099 is a voicemail gateway, but if you have no voicemail, then the call goes nowhere. The caller would think you have turned off the phone (as if you are not in Thailand) or maybe disconnected the number. But SMS would still work, as well as outgoing calls.
One little quirk about this... I have found that if you leave Thailand with this setting in place, then turn on your phone in your home country (if you have roaming enabled), the forwarding gets reset, and also the AIS system seems to reset it frequently while you are roaming, so this is really not a good solution when you are overseas and do not want to receive calls. Turn off the ringer for that.
