I spent a week in Cambodia in mid July and I came away very impressed with the country and especially the women. By and large the girls are beautiful and very sweet and eager to talk. Many spoke good English. I was pleasantly surprised to find that many who were not "working" but in fact waitresses were still readily available for free. A word of caution with respect to the bar girls in that, more so than in Thailand, there were many that hovered around the 16 years mark. Stay away! I saw some foreigners who didn't care but then there are all kinds of pigs out there.
In Siem Reap I went to the Zanzibar as per the travel books and found that it wasn't all that good in terms of quantity and quality. I preferred to go to the street around the Angkor Wat? pub and talk up the girls in the area. They were very cute and friendly. I wouldn't spend more than 3 days in Siem Reap as it gets boring after that. The going rate for P4P seems to be around $20 and all transactions are in US $. I didn't see anything of a bar fine system as all the girls I met at the Zanzibar appeared to be FLs. Another warning: for those that don't like Ladyboys be aware that they are around (and hard to spot after some were pointed out by my girl). Most 2-3 star hotels and guesthouses hovered around the $20-$30 area.
Phnom Penh shocked me in that it turned out to be a very safe city to walk around since from reading the travel books I was expecting gun wielding assholes at every corner. I had never ridden on the back of moto-taxis in Thailand but I found that due to the lack of car taxis and Tuk-Tuks this is the preferred method of transport in PP. The best bar here for P4P with Cambodian women in terms of quantity and quality is definitely Martinis. There were around 50 girls there and only 10 men. Some were just beautiful. There was a large bar area and a separate disco. One amusing story in Martinis was seeing a lucky caucasian youth (around 17 yrs) who looked to have been taken there with a man whom I presume was his father. The kid was surrounded and being fondled by gorgeous young girls while his dad worked on his own catch for the night. Why didn't my dad take me to PP when I was a horny teen? Imagine the kid's "How I spent my summer vacation" story when he goes back to school in September? The Heart of Darkness bar has BGs but also lots of European women (not working but available?) so you can mix and match. It gets very busy after midnight and has a super atmosphere. I was with a girlfriend for my whole PP leg so I didn't get to chat up the girls up but I believe the price is still around $20 for the Cambodians for LT. The Walkabout had only about 15 girls and is a nice place but was dead on the night we went there. The FCC is an excellent place for a drink or a meal but no P4P action to be found there.
I would recommend a hotel around the riverfront ($20-35) and if you go out tell the management you are coming back late as they tend to lock the doors after 10pm in most hotels.
Another tip: carry lots of $1 bills and 1000 Riel notes for the the motos. Change is hard to come by so go to a bank before you enter the country.
IMHO the action in Cambodia is much less organized than in Thailand. I found this to be a plus as the few girls I met in Siem Reap, for example, seemed less business like and shyer than their TG counterparts. This is something you can appreciate if you seek that elusive "girlfriend" experience.

>> It is not only preferred. But it's probably the only choice to take a motordop (local term for motorcycle-taxis). Cab drivers will always hassle you for a sky-high fare. Motordops are more negotiable and if you plan to stay longer, it is good to temperorily "adopt" a motordop.

>> Yes, Martinis always has a good catch. I am always amazed by the women to men ratio. Most of them are Viets and age ranges from 15yrs to 23yrs.

In PP, you can use good ol' american greenbacks all the time, even in cheap restaurants etc. You'll build up some Riels in change pretty fast anyway, that can be used to give to beggars etc.
I wouldn't bring US$ in denomation > $20.
In Koh Kong, Thai Baht is the currency of choice.

I went several times in PNH & do agree it looks safe compared to some "reports" about armed men but I'll not venture alone on the streets by night.
IMHO, I was very disapointed there and except for the men-to-women ratio, found the Martinis a very _ugly_ place. Furthermore, most of the ladys there are Vietnamese.
Now, saw some cuties in a (local) night club but decided not to give a try as I was worried about the age.
Agree that Heat of darkness & FCC are nice place where you could spend nice time.
I'll definetly to my in-room massage at the Cambodiana and stick to Thailand for P4P as Thai ladys tend to be more sensual.

Been to Cambodia several times in the past couple of years. Recommendations:
Travel to/from Cambodia: Flight in from BKK to either Siem Reap or Phnom Pehn. Overland is a challange, and at times a nightmare.
Travel within: Fast boat to/fr Siem Reap & Phnom Pehn, as stated, overland very difficult. Bus to/fr Phnom Pehn & S'ville. In/around; Moto's Never pay more than $1.00 USD, and always negotiate their price b4 getting on. Try counteroffer of 1/3 of what they first offer.
P4P: PP; L/T= $10.00... S/T = Less, or whatever they can get. FreeLancer: Usually pay for dinner, other attractions, maybe buy nice piece of clothing etc...(probably costs more than S/T because you are buying/paying for other things even if you do not pay for sex) S'Ville: $ S/T = $5.00 L/T = $10.00
SR; Same as PP except due to the large influx of Japanese: Expect to pay a little more. Also try SOK SUN restaurant/bar/MP. MP a little expense (again due to the large influx of Japanese who spend more money) at $40 for a massage & extras.
Money: Pay $20.00 USD for visa... do not pay in baht, or it will cost you more. Never show a bill over $10.00 USD to anyone, especially out on the street, because you will become a target for touts and pickpockets.
Bars etc... PP: Sharky Bar, (Lots of beautiful ladys... most avail for L/T $10.00. Martini's, More beautiful ladys in several venues. Dance Floor, Restaurant, next door MP. Same L/T price LaCercie (Near Sharky) small bar with upstairs S/T rooms.... $10.00, drinks are expensive. Make sure you pay mamasan the $10.00, you can tip the girl $1.00 or so if you want. S'ville: Try the Chicken Villiage for a real hoot. very very very primative, but interesting. More Later
