No real set rule but ST most often means one shot on goal. So be careful.
I took energizer bunny LT and she in fact bragged about taking guys ST and getting them to cum as fast as possible. One in 1 minute and then she would say ST is one pop even after the guys complained that it was less then 10 minutes.
So there is no set rule. Make it clear with the girl first what you expect. ST could be one shot or it could be 2 hours with many shots depends on what you both agree on first.

Some girls start work at 7pm, some start at 9pm, a few start at odd hours of the night. Also, some that are always barfined come to work when they want. I know a girl in Mandarin who is barfined every night she works, so she can come to work at 11pm and not worry about being cut pay for being late, as she certainly will be barfined which negates any late penalties (in her bar).
Although a cutie you find at 11pm might have just come back from a ST, that girl who starts work at 7pm might have just f***ed her Thai boyfriend bareback at 6pm. So how can you tell? You can't.
When you walk into Rainbow 1 or 2 (or any bar) look at the customers. What you see is their preferred customer, you will have a better time with the girls if you fit into this group. 
You can dress how you like to go to the bars, for places that are pretty much short-time joints like Rainbow 1 or 2, it doesn't matter how you dress. If you plan on going out somewhere with a girl that is not within a stone's throw of NEP or SC, I'd avoid shorts.

Two Rainbow chicks that I sometimes hang out with start officially @ 8.00 p.m. but they usually show up at around 7.30 after spending an hour at the hairdressers.
And yes, they are rather stunning thus can get bar fined 7 nights a week. But their preference to go out on a double date.... LT is fine.
As far as clothing is concerned, they are happy to walk around the lower Suk area with guys in shorts but find that embarrasing in other areas of Bangkok. "Why farang dress like go to beach?" they ask me.
By the way, they are both tasteful dressers themselves. You would be comfortable taking them into the Oriental Hotel...I once did to the Oriental's Bamboo Bar. When I ask them to wear a dress to a hi-so type of restaurant or club, they are happy to so.
