Anyone ever been to the place on Wireless across from British Embassy? I think its call The Pent or something...

Best looking - a matter of taste. Monet has a LOT of girls, so does the Office, you'll find something of interest in one of these two places. These are very different kinds of bars, try them both and see. Some bars force the girls to cake on the makeup, some do not.
Sexiest - a matter of taste.
Brightest + English speakers - these are scattered throughout the Soi. If you are looking for English speakers, say so to one of the girls who greets you and she'll tell you who speaks good English. Don't be shy.
Some girls speak excellent English (one in Lucky Luciano used 'idiom' and 'accustomed' in the same sentence) and some speak no English (like, uh, NoEnglish) when they start. if you find one that speaks no English, she is new to Soi33, and on the CG-radar. 
Best time - almost all places have happy hour before 9pm. Before 7pm, the Office still has a lot of girls, some of the others don't get going til about 7pm.
Costs - covered elsewhere in this thread. They are not good to go for 500/1000  but fun with a Soi33 girl does NOT have to cost a steep premium. I know.

Yes went to that Bar about 6 months ago. Somebody else paid so I have no idea about prices. Some very good looking youngish girls. All the patrons were Thai except me and I saw 1 other farang on his own. Girls in normal street clothes ie not evening gowns. I keep meaning to go back. It would be advisable to have a Thai or Thai-fluent farang with you.
