I have heard all bars closed on May 28th.
I know places like Topps and other food places can't sell alcohol because of the Buddha day. They have signs up saying this.
We talked to a cashier at Afterskool who said all the bars in Soi Cowboy have to close today.

Late, I know, but I just walked through Cowboy. Dollhouse, Baccara and a couple of others open. Don't know if they were selling alcohol, but definitely open.
Gulliver's open and selling beer. Many other places I saw also selling beer (and perhaps other stuff as well).
You can definitely get alcohol on Sukhumvit if you really want it tonight.
