The Israel situation is not a ban -- it hasn't been certified by their FCC yet in terms of radio frequency interference, so it's not allowed to be sold. They are simply enforcing the law by preventing an unlicensed product into the country. This is no different than any country in the same position.

The iPad 3G is sold carrier-unlocked in the U.S. So if you bring one of these into Thailand, and you are handy with a knife you can cut a normal SIM down to size.
An iPhone Dev Team developer has managed to send an SMS from a jail-broken iPad 3G with a cut-down T-Mobile SIM. The AT&T service plan for the iPad blocks SMS.
He had to use command line inputs to do so since it seems the normal iPhone SMS app does not run properly on the iPad.
Shouldn't be long before a Cydia app for SMS is released for jail-broken iPads.
Dev Team member MuscleNerd managed to send text messages from a jailbroken iPad 3G. According to MuscleNerd, The MobileSMS.app from the iPhone doesn’t run properly on the iPad so he had to use raw command lines via Terminal.
Since the AT&T plan that comes with the iPad 3G doesn’t allow to send SMS, MuscleNerd used a T-Mobile SIM card that he cut down into a MicroSIM.

Well low & behold I bought an iPad (for a business Colleague) yesterday whilst travelling through Singapore, hundreds for sale in Sim Lim Tower (Singapore equivalent of Pantip), prices range from 21,800 Baht (16Gb) to around 30,000 for a 64Gb one. Lot of accessories available including screen protectors, condoms, crystal cases & travel cases.

I suspect a brisk trade in services to 'adjust' existing TRUEmove SIM cards to fit into appropriate size.
Obviously, I have the proper cutter to do that as well (yes, you can also do it with an xacto knife or a pair of scissors).
