Depends what you are looking for, really.
I would certainly check out LA cafe in Malate. Open 24/7 (take that Bangkok!) and full of freelancers. While you are in the neighborhood, check out Adriatico Street in Malate as well.
Burgos in Makati is too touristy, but has some nice girls.
In Makati, check out the astonishing new Greenbelt 3. Havana Cafe has it all: good food, excellent drinks and stunning freelancers.
If you go the time take a trip to Angeles (3 hours outside manila). Sleazy, but great great fun. The attitude of the girls is about a million times then any bargirl in Bangkok.
Swagman has aircon busses 4 times a day for 400p. Or you can get a private car and driver for about 2500p.
And learn this to score in malls: “Saan ka pupunta, gwapa?”
I am going to stop writing about Manila, it hurts too much.

Manila has a ton of options as far as sanuk wise
1) Go go bar-- Concentrate in EDSA and burgo street in makati. EDSA is cheaper than burgo. There are few other less known area which I never went and other can fill in.
2) KTV, G club-- The most well know is the Phil KTV chain. They used to have up to 7 clubs but now is down to 4. Pegasus and Heartbeat in QC, Genie, and Phanroah in Makati. All four are very nice and all offer S in their VIP room. The pricing vary, but could add up ( e.g. a hour with model in pegasus is 1500peso/hr. and bar fine is 15000 peso not including tips) There are at least 10-15 club along the QC blvd, I would agree with others that good one to try is Classmate and Le Legend.
KTV is omnipresent in this city. Almost every hotel or every street corner has some type of KTV. One thing is different in manila is even 5 star hotel will have KTV that have GRO that is ready to go.
3) MP-- there are many MP in the city and many attach to G club like other mention
4) FL-- LA cafe and Havana cafe as other mentions
5) Casas-- Casas is located in residential block, It look like a ordinary house with iron gate. once you are in, they will bring out about 30-50 girls for you to choose. the cost is about 3000-5000 peso. The quality might varied.
I have to agree with hyper, I love Phillipine, It is a great place to visit. However, caveat emptor, fillipino GF can be more possessive and crazy than thai or chinese girls. So, tread lightly and have fun.

OK, everyone has different experiences. Personally I have found that some very hot young things can be found on P. Burgous. Yes, the price is a bit higher but if you get to the bars by 6PM some will give you have price on barfine and some girls will make private deals to meet you at your hotel at 8 or 9 without any barfine. So what is the attraction? I have found the girls to be hot, experienced but young and they generally speak really good English. In general they are hoping for long time because your hotel is much better than where they live and long time will cost about as much as BKK, just the barfine that costs more. PI girls are very appreciative of small jestures like dinner or breakfast, have good humour and are just fun to be with. I won't say better than LOS but equal in my opinion.

Disclaimer 1: The following piece is strongly biased, because (as everybody knows by now) I feel very strongly about the PI. Although born in Europe, the only place I ever felt homesick about is the PI. “Puso ko lahe sa Pilipinas.”
Disclaimer 2: I am strongly opposed against generalizations, but I have to vent the following opinion. Allow me just this once.
I won't say better than LOS but equal in my opinion.

In *my* opinion (based on my experiences with most girls in Bangkok) you are contradicting yourself at least 6 times.

Most (cfr. Disclaimer 2) young Thai girls (below 21) here in BKK (P4P and non P4P) are starfish per definition. Especially BG’s.

None of that here in Bangkok. Let alone in the rest of Thailand. Granted, I speak Tagalog, but no matter what desolated inland I ended up in the PI, English was widely spoken.
In general they are hoping for long time
P4P wise, in BKK I have the feeling the clock is always ticking. Especially, BG’s are expecting ST and not LT. As you mention in the PI, ST is the exception, not the rule.

Bangkok BG's want to get it over with ASAP so they can get to the next customer. Read my experience with the AngelWitch dud at Q bar.

This is obviously related to the lack of English, but I am yet to meet a BKK BG that understands even the simplest of my jokes.

Well, just concatenate all of the above to arrive at quite an opposite result with BKK BG’s.
With this of my heart, I have to slightly contradict myself by saying that nearly all my nocturnal adventures with non-p4p’s and freelancers from CM2, Q and Mystique have been excellent experiences.
Take for example last night: a stunner (perfect Achilles tendons, she even had ass – very rare for a Thai girl) I met her a couple of days ago at CM2. Last night, we met at Emporium and I almost fell of my chair when she arrived ON TIME. A woman that arrives on time. Amazing! We went to Q, met up with some friends, sensually flirted all night and she turned out to be an absolute perverted minx in the sack. The bloody bitch woke me up 2 times for more after we had a marathon earlier that night. I had to turn her down the last time. I am not 18 anymore.

Ain't gonna argue man, I like um both. When in BKK I enjoy than scene. When in PI, the same. It gets down to individual girls when you try to pick the absolute favorites and I have heartily enjoyed both! Hope to continue that.

It has been a while since I've been there.
In 20 years of living and traveling through Thailand I never had any criminal related incident.
In the three weeks I've been to PI (Manila and Baguio) I've been robbed twice. Also I've heard far too many stories from other guests in the hotel about criminal activities (being robbed in a taxi, nightclub scams).
I know, it happens in every major city.. but these stories had the overhand in daily conversations.
And what about this sign in the supermarket:

I lived in the PI for nearly 4 yrs & I never had any problems with the girls.
I have heard anecdotal evidence of theft but it was limited. To be fair, I have never had any problems with Thai girls either!
The only noticeable difference that I have experienced is that Filipinas are more interested in long time..i.e. you & marriage..much more so than the Thais.
With regards to P4P...I think you get a better girlfriend experience with Filipinas but the sex is less exciting!
