Better get your regular driver from one of the guys waiting outside your hotel, they usualy work the same spot always so you'll have less chance of being robbed.

I rented a car and driver Angkor Tour Guide for $25 a day for a car, gas included from 7am to 7pm. After 7, it's $3 an hour. It's half that for half a day. They are honest and reliable.
Don't be afraid to leave the Mautalay area. Don't just hang around Toul Korkj or K11.
I am Cambodian but I looked as much as a foreigner as anyone else because I am Chinese Cambodian. The locals will not bother you. Go with a driver starting at 8:00 p.m on nights that you want girls.
The tour guide also got me 50% off the hotel rate at the Cambodiana, the Sunway, etc.
Read my report on escorts. Don't waste time hunting ordinary girls. Everything you need is in Phnom Penh.
The quality girls are at Casa but they are expensive. The cheaper versions are at the Holiday International after 1:00 a.m. I did not haggle like a Jew. But you can.
I went on a budget of $1000 and I knew I would spend $1000 on girls. That is why I did not haggle. Call me stupid. But it's hard to take advantage of these girls, whose lot is pretty pathetic as it is.
Considering that a 3 minute lap dance in the US is $20, I was quite satisfied paying $50-60 for the whole night with someone drop dead gorgeous.
I know you are not used to "drop dead gorgeous" because you are at Martinis and K11.
Try the XO club which is filled with married women. No escorts. There are escorts but it's up to the girls. The room is $8 and the girls want a $10 tip for as long as you want. No sex in the room. You have to persudae them to go home. This is like your waitress scenario. Just more girls to pick from with less aids risk. These girls have a lower risk of Aids than the sex workers because many of them will not go home.
Most Japs and Cambodians just sing karoke.

$60 a night in Cambodia is just plain stupid, even for a model type girl.
Even with a girl from casa or some of the riverside beerbars (Some stunners there) wouldnt cost you more then $20 at most with the two of you both being happy in the morning.
(Btw, this is a month's salary for most cops in Cambodia)

Personal Recommandation : "L'ASIATE" a french bar located street 118, off the riverside street. Small place but very nice atmosphere with a good selection of chicks. Maurice, the owner is very nice, but cannot speak english... Good selection of DVDs (mostly in french) with a very good sound system. Reasonnable price for a good service. Just go there and relax at the bar with a small massage; nobody will push u for another drink and to take a chick, this bar is not a business for Maurice, just a place to have fun and enjoy life !
A new bar in PHN : "Mikado" next to "Cyrcée Club" - at the corner of the same street, near Central Market and Hawai Hotel. Mikado club id in Le Deauville V hotel... Well, same thing as for the Cyrcée : a bar, some chicks that play with u while you have a beer; then you can have a ST upstairs for $10. Cheap but not very clean places... up to u but I do not like...
