Been to every bar on the Soi - screwed a few girls from many places there too.  I cannot say that any one bar is a rip-off, I have not been ripped off there. But it is possible in ANY bar.
A few notes based on my experience (my opinion only) :
- Girls hustling for drinks: high in Santana, Renoir, Christy and the Office
- Good variety of attractive girls: Monet, Office, Baccus
- Most formal: Renior, Christy, Monet.
- Most informal: All the smaller bars, incl. the ones down the sub-soi just before Monet.
- Best pool tables: Oliver Reed, Napolean, The Brick (upstairs), Dali (upstairs)
Finally, give Lucky Luciano Bar a chance. Some cute girls and usually very few customers.

been to the office last night at 07.pm..only my 2 time there.
the worst girl selection I haven't see..even in beer bar in Pattaya u could find better looking girls...
but the girl on the door was really suay.
been to santana too and have a nice chat with a goya girl, ya.
but I couldn't find a stunner.

I visited more than half a dozen bars in Soi 33 about four weeks ago, and may be I can contribute a little here.
Selection in the Office was not good at all, despite that this place seems to have a lot of girls. I was there around 9:30 pm, surprising a beer cost below 100B at that time. For those who have never been to soi 33, the Office is located on a side street off soi 33.
Santana was not good either.
Napolean had a more friendly atmosphere, but selection is average only.
Monet had quite a lot girls too, but selection is also average only.
Jina33 is a KTV nearby the Office. Selection is much better here, however, this place costs more. Their main clent is the Japs, however they also have farangs, Singaporeans, Koreans or other customers.
I met a very, very beautiful, ( suay maak maak indeed ) absolutely stunner quality Issan girl in the Luciano Bar. The bar was small and quiet and I was the lone customer at the time. Naturally I invited her to sit next to me and they immediately told me that it would cost me to get her come out and sit on a stool beside me. I didn't even care how much was going to add on my bill.
She was nice. I did not sense any attitude. However, she spoke virtually no English and I had to use my very limited Thai for communication. Merely looking at her hands told me that she'd just left the farm not long ago. And the bad news for me was her age....only 18. On that particular evening I was desperately looking for an older girl ( 25+ ) who could communicate. So I did not BF, but I tip her and left. Sorry gents, I couldn't remember her name.
Also for those going to Soi 33 for the first time, be aware that some girls there just don't go with customers. If you are keen to take out a girl, play the game smartly.
In another trip that was a year ago, I spotted another absolutely stunner in Soi 33. I was out of luck because she'd been busy with an expat before I saw her.
Is Soi 33 really much better than Nana and Patpong to justify the higher cost ? Again sorry gents, I had trouble to come up with a definitive answer.

Yes,the quality of the Office lassies seems to have declined a bit lately. Many of the ladies that I knew before have moved on...mostly to long term realtionships with former customers. I know the sister of one, and she reports that the former Office hostess is now happily married to a chap from Norway. Still I like the ambiance of this bar after work and the lassies within are lots of fun.
I always drop by Monet for a couple of drinks. Some of the lovely lassies have been here four or five years so they must be doing something right...like learning basic Japanese. You should see the girls stampede when a couple of Yipoon chaps show up!
Across the street Dali (same owner as Monet) has lots of flashy ladies. They tend to be a bit older than those in the other Soi 33 bars, but usually have a good command of the Queen's English...anyway much better than some of the Brits one sees around Nana these days.
One good thing about the Dali ladies, is that they usually dress tastefully after one forks up a bar fine...in the event one is interested in going on to dinner or a hotel disco. Oh yes, they also are usually experienced enough to know the correct form in bed...none of this so-called "star fish" business. If you have any complaints is this regard, just threaten to report them to their fearsome manasan.

Depends on what you are looking for... I would avoid Dali just because of the mamasan, who should not be allowed out in public. I would avoid Christie's Club because the ambience sucks. I would be cautious about Santana, Gaughin, and Goya because the girls see so few customers that they are too hungry. Both Degas and The Brick stink of mold and bad plumbing. You And Me might be ok, if it did not feel like an echo chamber. At Demonia (formerly The Cave) you will be accosted at the door by a tactless lout and warned that your first beer will cost 950b.
Most of 33 is slow, and has been for several months... so if you're looking for lively atmosphere then The Office is the only good bet... although Lookie Lookie and Monet can be pretty good depending on the night. Everything else on the strip is "luck of the draw". It is possible to encounter a gem in almost any of these bars, but not every night or every visit. Other than pool there is no "diversion" like gogo in these bars, so the conversation factor is more important. It's a great soi, but requires some patience.
You can also eat pretty well without leaving the soi. Livingstone's (formerly Timbevati) serves good Thai food in their Ton Thong restaurant, Basilico features excellent Italian and pizza.... several of the bars do snacks/food including Mojo's, Blue BBQ, The Office and Green Parrot. Avoid Oum Tong which is mediocre.

I do not have a lot of firsthand experience and therefore knowledge of most of the bars on soi 33, but I was advised to check out the Blue Heaven Lounge & Sports Bar. Situated down a side road on the left as you walk up soi 33, away fro Sukhumvit..
It is very, very nice, an excellent place to chill. With a pool table upstairs and out of the 7 or 8 girls that I saw working there, most were (IMHO) 8s & 9s... 
Bar Fine is 1,000Baht and it drops to 800 Baht after 22:00hrs but don't quote me and don't ask me about beer prices... I never look anyway... It's all cheaper than UK/Euope wherever you go, so why bother to compare... Just  .........
The owner is a Belgian guy (not his fault) and he is very friendly... This will be one of my regular watering holes whenever I visit soi 33.

Blue Heaven was formerly known as Madama Claudes.
Nice girls (although for me there closer on the 6/7 bar).
The girls we met (CG and myself) speak quite good English.
Sunday happy hour... draft I think is about 69 baht or so. Ladydrinks are customer price + 40 baht.
Great place! One problem though, CG wants to change lady. To mine!  Well, as he spends probably more on her than me, I guess good for her!
